Any powder composed of mainly silica powder does that. It looks great in high definition, yes, but only when there's no flash. You can see it at all in normal lighting. Then the flash and OH HEY.
Celebrity makeup artists should know that and not be stupid enough to use silica powder on celebrities' faces because they're subject to flash photography alllll the time.

It's the Make Up For Ever High Definition Powder that looks great in person but causes this issue in photos because of the way it reflects light.
